Summary: Add metrics history graphs to the Admin UI

Environment: Metrics history collected using the framework in
SOLR-11779 can be presented in the Admin UI as per-collection and node / jvm
graphs.
For each collected metric there are several time-series available, each
covering a different time period and with different resolution:
* last 4 hours, 1 min resolution
* last 48 hours, 10 min resolution
* last 2 weeks, 1h resolution
* last 2 months, 4h resolution
* last 1 year, 1 day resolution
This issue may also involve adding more configuration parameters for better
control of the output and look & feel of graphs produced withÂ
{{/admin/metrics/history?format=graph}}.
