If you want the agent process (service) to be able to do e.g. a cluster-wide
shutdown or rolling restart, would it not then need to listen to commands from
the network? Or is your plan that such commands will be received by the main
Solr APIs, that will in turn ask the local daemon to restart itself through a
socket command on localhost?
