SOLR-12130: CdcrReplicationDistributedZkTest is broken into two test classes,
CdcrOpsAndBoundariesTest which does not require node restarts and
CdcrWithNodesRestartsTest which does. The tests themselves are made faster and
more resilient to spurious failures
