I haven't looked at the patch but I like the idea. min_rf doesn't really do 
anything as far as Solr is concerned other than tracking and returning the 
value, plus avoiding nodes from getting into LIR - completely relying on users 
doing the right thing i.e. retrying. +1 to the idea, and I'll take a look at 
the patch but tomorrow.
