I don't think its realistic to send back the whole list, it could be huge!
Besides, in the situation where we are only doing counts we aren't going to
store the list anywhere. The distributed environment is never going to be
perfect in this situation, Ryan and my suggestion is to send the minimum and
maximum number of constraints there could be.
