Well, there's a third possibility. Use whatever remains of your index, possibly 
with checkindex and the -fix option. Admittedly you'd only have partial index, 
but if that somehow was the only replica left at least you'd have something.

I don't think that's a valid reason to hold up this JIRA, but let's be explicit 
about the design decision. That said, the case where recovering the partial 
index from your one remaining replica is outweighed by the utility of avoiding 
disk full situations IMO.
