I cherry-picked the commit 7e2d40197cb096fe0519652c2ebbbf38a70d0d65 from master 
to branch_7x for backporting. After resolving the CHANGES.txt conflicts, I'm 
attaching the resulting patch.
Unfortunately, I'm hitting a test failure for RulesTest and I'm looking into 
it. Can someone more familiar with this issue please have a look? The log for 
the test failure is here:
