Well I think I found part of the problem. There are HDFS tests that don't clear
the system properties they set. I found it by mistake by setting some HDFS
system properties and caused the tests to fail every time. I looked through the
logs and saw that there are a few HDFS tests that don't clear the set
properties at the end.
