Good question! My impression is that for LUCENE and SOLR tickets usually the 
ticket assignee is the committer though other projects e.g. ZOOKEEPER seem to  
have a different convention. Having said that, I have no strong views here 
either way on this ticket and so let's see if JIRA will permit re-assignment 
for the issue ...
