I now have openjdk 11 on both Linux and Windows.  The javadoc plugin issue has 
gone away (mvn javadoc:jar fails on Windows for some other reason, still trying 
to work out what that is, but it works on Linux and ant documentation works on 
Windows).

Most of the plugins are now updated, there are a few left, so I'll put a small 
patch together for that.
