Environment: (was: Today we just blindly create the autoadd replica
trigger and ".system" collection maintenance listeners to the
{{austoscaling.json}}.
We should add the autoaddreplica thing only if a collection is created with
{{autoAddreplica=true}}. and the {{.system}} related listeners only if the user
creates a {{.system}} collection)
