I don't really have something I can commit, but I test this by forcing stop the
world gc pauses, repeatedly with random time between, ensuring it tests real
world gc pauses and tests them happening again during the reconnect phase.
It's a bit of a hack to do this, how well it works depends on the garbage
collector, it can take a very long time to run if you dont have great hardware,
and so it's not really unit test material.
