I've got a report of someone not able to get ZK status in the Admin UI when
using an external 3.5.5 ensemble with Solr 8.1.1 (before the changes in this
issue), but they've added the "4lw.commands.whitelist" param to their zoo.cfg.
I'm probably tired but I'm not able to figure out exactly what needed to be
changed in the code to support that for an external ensemble - is it expected
that the admin UI in pre-8.2 versions would not properly recognize that param?
