Thanks for pointing those commits out to me, Noble. I cherry-picked the doap and backcompat index changes to branch_8 and master.

Can you take a look at this and clean it up? As of right now, 7.7.3 is missing completely from https://projects.apache.org/json/foundation/releases.json (which continues to block the releaseWizard script).
