I think we should reflect the "try" / "maybe" in the name since this operation
is non-blocking. I designed this to work nicely with an async system where
multiple refresh ops can come in concurrently. this method shouldn't block if
we are already refreshing. That said I think we should either use maybe or try
as a prefix for the method name.
