I think if you go by the letter, since it was 'developed' outside of the Apache
ecosystem, we want a code grant. I wonder where apache-extras fits there though.
Personally, if it was all only developed by committers in a public repo, I
don't have a problem with being practical - FWIW though - I'm just one guy INAL.
