That's sort of the logic I started with way back... there can be many webapps
in the container, etc, etc.
But I think it's a bit dated and it's better to just think of running the solr
server - in which case all parameters are implicitly meant for Solr, except a
couple exceptions pertaining to the container like jetty.port.
