Why not just include spatial4j.jar into Lucene/Solr and later separate it. It 
looks like SIS is not even off the ground yet.

In my opinion an API is not really an API until 3 or more projects use it 
anyways.

Why not make JTS pluggable as a separate module into Lucene? Then people can 
download JTS and add it into the Spatial solution by modifying a config file 
like solrconfig.xml ?

I would love to get this committed and done done.
