I agree whenever we say "not version XXX" we ought to provide details
of why (and/or link to the Jira issue).

But, I don't think the output truncation problem (on a slowish
terminal) with ant 1.8.3 motivated putting that "not ant 1.8.x" in
Solr's README.txt... I'm not sure why it says that.
