Currently this 'shares' the org.apache.lucene.collation package
with the JDK impl in common.
But there is no need to do this, its confusing and inconsistent
with the organization of the rest of the package.
It also causes broken javadocs links from the solr analysis factory
because the org.apache.lucene.collation package is in both common and icu.
