New patch that does not touch SolrInfoMBeanTest.  I figured out what 
FastLRUCache does to avoid failing this test and did the same.  The 
getStatistics method now immediately returns an empty NamedList if the cache 
has not been initialized.  This could be done for LRUCache as well.
