Furthermore, I don't really understand the problem here.
The word you are upset about (中华人民共和国) is in the smartcn dictionary. As I 
understand, this word basically means "PRC". 
This is a single concept and makes sense as an indexing unit. Why do we care 
how long it is in characters?
