No need to wait. the best thing to do anytime you are intesterested in working on a patch for an existing issue is to post your thoughts/plans in the issue comments -- that's the focal point for where people who are interested in the issue can talk about it (ie: not everyone interested in an issue may subscribe to hte dev list) if you've already got a patch that you are willing to contribute, go ahead and attach it to jira -- that's the best way to encourage feedback on what you've got so far. people can do their best to give you feedback on an idea, but if you've already implemented your idea, then you might as well let people give you feedback on the implementaiton...
