Hi Lance, I don't see any freezing problems at all. icu4j-v49.1 downloads fine for me. I live in New York State in the US. Maybe the trouble your'e having has something to do with your location?

Start without a .ivy2 directory. run ant compile in lucene/ It will freeze inside the lucene/analysis/icu folder.
