i manually wrangled Shawn's latest patch so that it works on trunk - tests
pass, but i don't know if i'm comfortable committing for 4.0 w/o...
1) a second pair of eyeballs sanity checking that my manual beating on the
patch resulted in the correct final code.
2) some timing data indicating that this change really is faster --
particularly since it replaces the internals of LFUCache, so it will affect
upgrading users even if they don't change their configs.
