It appears that if I create a new instance of the ZkStateReader in Overseer
constructor for overseer to use the test starts to fail 100% of time which
seems to suggest the side-effect of editing the existing state is gone.
I did not try to look at the actual failure yet since i am not sure if I am
looking at the right thing...
