I think we should release the whole stuff, including parts of my blog post 
(http://blog.thetaphi.de/2012/07/default-locales-default-charsets-and.html) as 
documentation. The question is: Are there any restrictions from the Apache side 
by re-releasing source code (+ the TXT files) under a different name?

I will go ahead already and add a ASF license header on top of our 
forbiddenApis/*.txt files!
