It seems like we want a collection level replicationFactor so it's easy to
change for the whole collection (if you want to scale up/down to meet increased
query traffic for instance), and to remove the burden of having to specify it
for each shard created. Consequently, we probably shouldn't store a
replicationFactor at the shard level unless it has been explicitly set.
