Quick n dirty patch. It doesn't appear to break anything...
Unresolved questions:
- I'm not sure how best to test the new functionality. Do the Jenkins boxes
even allow access to the internet?
- Interactions with SOLR-4882. Maybe I should just disallow URLs that begin
with "file://"?
