LUCENE-5273: Fix slowdown when running 'ant example': unless called from the 
'create-package' target, the 'lucene-jars-to-solr' and 'module-jars-to-solr' 
targets no longer depend on '-unpack-lucene-tgz', pulling lucene-*.jar from 
lucene/build/*/ instead.
