Keyword in Context Search / Concordance Search: Solr wrapper for the code in

This is a simple RequestHandler wrapper around ConcordanceSearcher submitted in
[LUCENE-5317|https://issues.apache.org/jira/i#browse/LUCENE-5317]. Does have
some minimal support for SolrCloud.

This is patch is more of a placeholder for a much more polished draft. Among
other things, test scripts and javadocs are forthcoming!
