This patch remove the new thread local by piggy backing on the existing thread
local Solr uses for a request (which is already nicely cleaned up per request).
I also attempted to make ExactStatsCache thread safe, but the whole design
there needs a review I think.
LRUStatsCache is certainly still not thread safe and needs to be fixed.
