Fix Version/s: Lucene.Net 4.8.0
Added the Apache Commons Codec Languages namespace directly to the
Lucene.Net.Analysis.Phonetic assembly. Someday maybe there will be enough
interest to port over the whole Apache Commons Codec package, but this is
adequate to get the functionality in Lucene.Net.
