The `TestCloseUnderException` one should be fixed by #1137, so this just leaves the `TestICUNormalizer2CharFilter.TestRandomStrings` failure. This is very similar to #1135 (although note the difference between `TestICUNormalizer2CharFilter` and `TestICUNormalizer2Filter`.
