Dear MADlib community,

As Ed noticed, there is a minor issue with RELEASE_NOTES not being updated 
within the RC2 src tarball. I believe the issue is minor and not a cause for 
restarting the release process. If you feel this is not appropriate, I would be 
happy to regenerate the artifacts as RC3. I apologize for this mistake and 
thank Ed for pointing it out.

The notes were not updated with the latest notes introduced with RC2
(below). The RELEASE_NOTES file in the repository is updated.

    - Build: Remove PyXB as a packaged dependency and replace it with
    external pyxb-x dependency.
    - Build: Use PG15 in Jenkins CI
    - CRF: Fix anyarray -> anycompatiblearray change for PG14
