checkstyle config in mojo

So, the default parent pom for mojos enables checkstyle with a
configuration that checks for -- an ASF header that should almost
never be present at codehaus. Do all the other plugins reconfigure
checkstyle? Shouldn't the mojo parent configure checkstyle with a
config more suited to codehaus?
