well, I have made this jira case as there weren`t any information about
Locally Weighted Linear Regression implementation neither on any jira case nor
Mahout wiki,
however, it is stated as "open" status on Mahout wiki at the moment.
therefore, I will keep on watching JIRA case and also if making any good
implementation idea,
