Distribution should create .deb and .rpm packages

Sometimes we need standardized install packages. The distribution module does
almost all of the work necessary for this so it is a piece of cake to finish
the job. The debian packages in particular can be generated in a portable
fashion thanks to jdeb.
I will track this work in the debian-package branch of
