So what are the issues with the existing structure/system for which a
new structure is required ?
Is there a JIRA issue for the same where I could see the problem at hand ?

I for a lot of content like this, it might be good to build a prototype of
the new structure on github where others can review the whole thing at
once. I am not sure if there is a cms sandbox or not, but it would
definitely be helpful if there is.
