I think problem with CSVUtils.parseline is, that it parses only specific
quotes. But we have here the possibility of getting double and single quotes,
because there is nothing defined at
http://www.cs.waikato.ac.nz/ml/weka/arff.html
But I could not find CSVUtils in repository.
