OSS roadmaps are determined by contributors.  Contributors can publish
their plans ahead of time, of course.

Well, contributions by others aren't even really subject to votes except on
technical grounds. Strategic considerations are not a technical ground.

Spark is definitely a big deal.  If contributors come forward with with
code for that, then all is good.
