Add common ranking metrics evaluator:
* Discounted cumulative gain (DCG)
* Normalized discounted cumulative gain (nDCG)
This implementation attempts to create a new class:
*org.apache.mahout.cf.taste.impl.eval.DCGRecommenderEvaluator* which implements
***org.apache.mahout.cf.taste.eval.RecommenderEvaluator*.
