Hi Graeme,

Handling throttling of connections on a web-url level is straightforward 
(albeit really tricky to code).  Handling repository and output connection 
pools is more challenging because the whole point of keeping the connections in 
the pool is for performance, and yet we have to somehow shuffle connection 
ability back and forth between processes.  So yes, I know how to count them; 
what I don't know is how to allocate them in a near-fixed manner.
