r1549105 commits distributed connector instance pooling to trunk.
This is the last commit required for the framework (aside from bug fixes). All
the remaining issues involve making various connectors perform throttling
cluster-wide, rather than on an individual instance alone. Affected connectors
include the web connector and the rss connector only. Because of the limited
scope of that problem, I'm going to officially resolve this ticket and open
another to track cross-cluster connector throttling.
