The visibility of OOo could be increased, albeit slightly, if the EU were encouraged to publish material in OpenDocument or use OOo to create PDF and put either or both along side the current MS-Word 8.0 documents.

One prime candidate to start with would be the eEurope "An Information Society for All" project:

Hi

Many EU-funded open source projects use OpenOffice.org 1.x
or OpenDocument formats and present their projects,
deliverables and achievements to the commission using
these formats, like CALIBRE, COSPA, TOSSAD, FLOSSPOLS,
etc [1,2,3,4].

Commission representatives are aware of this situation, and
to my knowledge, there's a search for including OOo document
format as another standart for -at least- for EU FP6/FP7
projects.

After all, it comes to a "conquer the mind, forget everything
else after all" situation...
