Icons are just small bit mapped pictures and easy to make.
However, just precicely how to associate a new icon with the program will be dependent on the operating system you are using. e.g. on OS X just copy the picture into the clipboard (Apple-C), select the icon you and to change, get information (Apple-I), select the old image and past (Apple-V) from the clipboard the new one.

If you work in a school, you'll understand teachers are terrified of new software and get confused because they'll be looking for a Word icon in their home directories.

Most people are scared of perceived differences or perceived newness. One way around that is to have a short orientation class for the staff to show them some similarities and how to accomplish a few of their common tasks in OOo.
