Central america and the caribbean is a "gray area" in OOoES which
means that we dont get much participation form there. However this
event could bring central america on board. ECSL is the first central
american free software event that is done at a region wide area, not
just 1 country but all 6 principal central american countries.

So far I will have a skype interview with the organizers to get a
better sense of the event.

Luis is a long time contributor of OOoES for almost 8 years now, he
has migrate more than 150 businesses to OpenOffice.org in Colombia,
Venezuela and other south american countries. He is very knowledgable
of OOo implementations in the enterprise and has a very well
recognized profiles in the hispanic community. Has given multiple
talks to businesses in Argentina, Venezuela, Bolivia, Ecuador, Mexico
and Colombia.

On a Skype conference he showed the availability of the event and is
willing to travel to Nicaragua on his own dime. So I am asking on his
behalf to get a subsidy of 300 dls to help him on his trip.
