Municipalities don't spend money ;-)

If you think about how they contribute, the answer is clear: The
municipalities in Denmark are very well aware that they need to participate
and contribute to the ecosystem.

Lyngby-Taarbæk has already been involved in a few projects regarding add-ons
to Writer helping students to analyze text. This is released as open source
software and one of the  results is the extension FarvOrd (
http://extensions.services.openoffice.org/project/OOFarvOrd ). Another
municipaity has agreed to reveal all relevant code regarding implementation
of OpenOffice to their Case- and Document Handling System as open source. We
are working on this and the code will be published early in 2010. Several
extensions has been released this year as result of the work we do in
municipalities in Denmark, This is a LIX calculater and a small extension
that removes all personal information from a document (

Several public offices has agreed to participate in developing a new
thesaurus based on a study at University of Copenhagen.
