Municipalities don't spend money ;-) If you think about how they contribute, the answer is clear: The municipalities in Denmark are very well aware that they need to participate and contribute to the ecosystem.
Lyngby-Taarbæk has already been involved in a few projects regarding add-ons to Writer helping students to analyze text. This is released as open source software and one of the results is the extension FarvOrd ( http://extensions.services.openoffice.org/project/OOFarvOrd ). Another municipaity has agreed to reveal all relevant code regarding implementation of OpenOffice to their Case- and Document Handling System as open source. We are working on this and the code will be published early in 2010.
