An incubating release is no different to any other release. There are
only "releases".

which is the "granted, no copyright" version.

Yeah, we use the maven-license-plugin for that, so I'd just need to fix this file:

Which you are right, it uses the copyright version.

Yes, we used RAT for the reports discussed in this and previous threads. Great tool, indeed. I just realized that it does not correctly handle dual licensing, but that's something easy to manually check.

Are any files exceptions (i.e. third party source code)?

There is not third-party Java code. The most conflictive one would be the Javascript libraries, which I'm looking for a long-term sustainable solution, probably switch all libraries to WebJars; further ideas would be welcomed ;-)
