Hello Bear, hello all, IMHO, the final continuous build machine should be anyway a root-only machine (OK, root and the-same-root-person-as-a-common-user). The developer machine is also pretty much a developer-only machine, so there is little concern about some other user fiddling with the files.
Are you thinking about some academic-like environment? (shared machines or many accounts on the same machine) If so, the problem is common to many other packages than only Maven. I guess there are a lot of development tools that require in a form or other rights higher than the average admin would be happy to grant (I've had my share with MS tools). The new features like split and read-only installation can be however helpful, and a little thought on security won't hurt, but the nature of the development environment is different than the nature of a production one, at least from the security point of view.
